Playing as an imperial faction is much harder. In the first half of the game, you have to conquer the majority of imperial cities. As a non-imperial faction on the other hand, you only have to weaken the imperial factions but don't necessarily have to own any of their cities yourself. The 2nd half of the campaign is even more lopsided.
Anyone else having this problem: I brought my 100 soldiers to Azergos and I have all 3 pieces, I captured a settlement, and I'm trying to turn in the quest.
