I know that my set up isn't that good but as I see on youtube and ask ppl they play game with exactly same set up and it runs normally without any stutter Edit: I turned off Origin in-game panel. I used this Guide to make game work better with DirectX 12. Also I reduced my resolution to 1360x768 and locked on my FPS to 60.
