The mods are stored in: Steam\SteamApps\common\Left 4 Dead 2\left4dead2\addons. ^ That second instance of "left4dead2" is important. where you install with double click on vpk file. You don't need to do that. You only need to copy the .vpk file into the folder above. Sounds like your friend is looking in the wrong folder.
Step 2.1: Make a "left4dead_Mods" folder in the root where your "left4dead" and "left4dead_dlc3" folder sits. (Disclaimer: There's a lot of language folders in the directory of Left 4 Dead, I hid them so you can see the main folders.)
